Building Homeowners Bill of Rights

Displacement has been elevated by residents as posing a risk to Black & Latino homeownership strategies.  If recent community conversations have taught us anything, it’s that we do not have a consensus on what the causes of displacement are, what policy solutions are available to combat displacement, and how those policy solutions should be prioritized.  We need your help to build a Homeowner & Future Homeowner Bill of Rights where:
  1. Existing homeowners and residents have the right to thrive in their homes without being displaced,
  2. Future homeowners have the right to attainable entry level homes, and
  3. Housing costs will go down for everyone.
Building a Homeowner & Future Homeowner Bill of Rights will help inform and prioritize the policy efforts of the alliance and provide direction and accountability for policy makers looking to advance racial equity and anti-displacement efforts in housing. ​

                           Breakfast and Check In

9:00 – 9:30       Welcome

Ex Fabula Storytellers and Special Guests will kick off the event sharing how displacement is impacting our community.

9:30 – 9:45        Update

Resident Advisory Council on Housing members and CDA staff will provide an update on strategies to increase Black & Latino homeownership.

9:45 – 10:30      Elements of Displacement

Research and data on the phases of displacement and their current impact and potential future impact on our community.

10:30 – 10:45     Break

10:45 – 11:30      Gallery Walk

Part of working together is creating common definitions, with a recognition that all terms are nuanced.  Participants will rotate through six gallery stations to express their perspective on core terms

11:30– 11:45        Grab Lunch

11:45 – 12:30      What options might be on the menu? 

Overview of potential policy options that could be included in a Homeowner & Future Homeowner Bill of Rights.

12:30 – 1:15        Developing the Menu. 

Exercise to develop what participants believe should be in a Homeowner & Future Homeowner Bill of Rights.

1:15 – 1:45           Alliance Panel

Reflections on the days discussion will be highlighted by representatives of each sector of the alliance: residents, neighborhood organizations, implementors, policy organizations, implementors, and public/private funders.

1:45 – 2:00         Closing   

Ex Fabula Storytellers and CDA staff will close the event with next steps on prioritizing and implementing a Homeowner & Future Homeowner Bill of Rights.

WHO SHOULD ATTEND?

Anyone who is passionate about housing and ending systemic racism. Our audience will be made of residents, neighborhood organizations, advocacy organizations, implementers, philanthropic organizations, and other allies from the public and private sector.

OBJECTIVES

Residents, Neighborhood Organizations, Advocacy Organizations, Implementors, Philanthropy, Investors, and other allies from the public and private sector, are invited to:

  • Identify and Quantify the risk of displacement in our community.  Research and data on displacement will be presented, together with stories of those impacted presented by Ex-Fabula.  Attendees will participate in various interactive exercises to come to a common set of definitions and risks.

  • Create the universe of strategies that can be used to combat displacement.  Over the last two years, CDA has collaborated with hundreds of residents, and a primary concern continues to be displacement.  CDA, and its network of allies, have researched strategies from across the country that address displacement.  Several of these strategies will be presented at the conference.  Participants will provide direction on editing, adding to, and subtracting from a draft Homeowner Bill of Rights.

  • Next steps: Continued Resident Collaboration, Prioritization, and Momentum Building.  Although there will be several residents participating in the conference, we know that not everyone can attend the conference, particularly residents.  CDA is hosting separate weekend and evening events with the CDA Resident Advisory Council on Housing (RACH) and resident led organizations.  At these sessions residents will edit, add to, and subtract from a draft Homeowner & Future Homeowner Bill of Rights.  Once that process is complete, CDA will collaborate with residents and other allies to prioritize which policy goals should be pursued first.   Updates will be shared through a newly formed CDA Policy Council, additional resident collaboration and quarterly all-Allies meetings.
